J-K floods: UN system stands ready to help India, Pak

The UN system stands ready to help governments in India and Pakistan in their efforts to provide relief and assistance to the hundreds impacted by the severe floods in Kashmir, a spokesperson for UN Secretary General Ban Ki-moon said today.

A large-scale rescue operation has been launched by Indian authorities in Jammu and Kashmir as the army and air force evacuated thousands of people from inundated areas across the state. Nearly 150 people have been killed in the floods and many more stranded, with Prime Minister Narendra Modi announcing Rs 1,000 crore aid for the battered state.

Ban's spokesperson Stephane Dujarric told PTI today that UN officials in New Delhi are in touch with Indian authorities "to see how best we can help."

21:41   Sharif thanks Modi for offering help in flood relief
Prime Minister Nawaz Sharif today thanked his Indian counterpart Narendra Modi for offering help in flood relief efforts in Pakistan-occupied Kashmir and said closer collaboration in disaster management should be a part of their agenda of peace and development in the region. 

"I gratefully acknowledge your letter of 7 September, conveying deep sympathies for the people affected in Pakistan by unprecedented monsoon rains and consequent flooding. The offer for assistance in our relief efforts is equally thoughtful. Such solidarity in the face of adversity is indeed valuable," he said in reply to Modi's letter of assistance. 

Prime Minister Modi yesterday wrote to Sharif offering assistance to victims of the devastation caused by the torrential rains and floods in PoK. 

In his reply, Sharif said he was aware that the Kashmiris on the Indian side of the Line of Control have also faced heavy loss of life and material damage. 

"Our thoughts and prayers are with the bereaved families in this difficult time, and we remain prepared to extend a helping hand, in whatever way possible, to the efforts for their relief and rehabilitation," Sharif said.

21:09   Wait on Asiad list continues, India misses crucial meeting
The long wait for government clearance of the country's contingent at the upcoming Asian Games continued today with the sports ministry yet to get directions from the Prime Minister's Office, leading to India missing out on the scheduled Delegates Registration Meeting in Incheon.

Sports Minister Sarbananda Sonowal had on Thursday sought PMO decision on the issue of the size of Indian contingent for the September 19-October 4 Asian Games on after Indian Olympic Association sent a list of 935 members -- 662 athletes (373 men and 289 women) and 273 coach/officials. 

The ministry officials and Sports Authority of India have already made the recommendation for the list to be pruned down to around 700, smaller than the contingent size of the 2010 Asian Games in China where India had sent 626 athletes and more than 200 officials. 

Sports Authority of India Director General Jiji Thomson told PTI that the PMO is yet to get back to the sports ministry on the matter. 

"We have not got any word from the PMO. The file is still there at the PMO. We will wait for tomorrow," Thomson said.

21:08   Army using social media to help J&K flood victims
The Army is using social media apps such as Twitter, Facebook and WhatsApp to save the lives of people stranded in the flood-affected areas of Jammu and Kashmir.

The Army headquarters is forwarding all the distress messages received by it on its website, facebook page and twitter handle to a WhatsApp group including senior commanders in the Northern Command from where troops on ground are being directed to help the people in stress, Army's Additional Director General (Public Information) Maj Gen Shaukeen Chauhan said.

So far, distress messages from all across the country have been received with anxious people seeking to know about their missing relatives and the Army has tried to reach to them, he said.

The WhatsApp group includes senior commanders of the Srinagar-based 15 Corps and Nagrota-based 16 Corps along with the units in field areas, Army officials said. 

One of the messages received by the Army was for locating and helping a local MLA Rafiq Ahmed, they said.

21:06   Woman locked up in bathroom for three years for dowry
In a shocking case of human cruelty, a 25-year-old married woman in Darbhanga, Bihar was allegedly kept confined in a bathroom for the last three years by her husband and in-laws for not meeting their dowry demands, police said today.

The victim was rescued yesterday by police from a house in Rambagh locality of Darbhanga town, around 140 km north east of Patna, they today. 

The Women Police Station SHO Seema Kumari found her in tattered clothes, unkempt dry hair and with overgrown nails. 

"The woman could barely open her eyes in the sunlight, as she had survived in darkness and dim light, closeted in the small space. Though married, she had neither vermillion on her head nor 'bindi' on her forehead," Kumari said. 

"The woman revealed that she was thrown into the bathroom and locked there. She was not allowed to see her child, and given leftover food irregularly. It was as if her in-laws were seeking revenge for not bringing ample dowry and giving birth to a girl child," the SHO said. 

The woman hails from Patsan village in Andrathadi police station area in Darbhanga district. She was married to a
Prabhat Kumar Singh in 2010. Soon after the marriage, her husband and in-laws allegedly started torturing her for more
dowry, police said.

21:05   IS militants using US arms in Syria: study
Islamic State jihadists appear to be using captured US military issue arms and weapons supplied to moderate rebels in Syria by Saudi Arabia, according to a report published today. 

The study by the London-based small-arms research organisation Conflict Armament Research documented weapons seized by Kurdish forces from militants in Iraq and Syria over a 10-day period in July.

The report said the jihadists disposed of "significant quantities" of US-made small arms including M-16 assault rifles and included photos showing the markings "Property of US Govt".

It also found that anti-tank rockets used by IS in Syria were "identical to M79 rockets transferred by Saudi Arabia to forces operating under the (rebel) Free Syrian Army umbrella in 2013".

The rockets were made in the then Yugoslavia in the 1980s. 

In neighbouring Iraq, IS jihadists seized significant quantities of US equipment from the Iraqi army when soldiers abandoned positions in northern areas when faced with a militant offensive in June.

21:03   Coal block allocation:HC sets aside trial against co Director
The Delhi High Court has quashed an order putting on trial Chhattisgarh-based firm Prakash Industries Ltd and one of its Directors in connection with a coal block allocation case, saying prima facie the material on record "is not sufficient" to support the lower court's decision.

Justice Sunil Gaur passed the order on the plea of the company and its Director of Corporate Affairs, A K Chaturvedi, against whom a trial court had framed charges along with others for allegedly giving a misleading report regarding the production capacity of the company in order to obtain a coal block.

"The charge sheet as well as the documents, which are part of the charge sheet, have been duly considered. Thereupon, a prima facie conclusion arrived at is that the material on record which forms the part of the charge sheet is not sufficient to support the conclusion arrived at by trial court.

"To say the least, trial court was not justified to put petitioners on trial merely because there is confusion about the production capacity of the operating kilns," the judge said.

Moving towards e-commerce, Twitter is now testing a "buy" button to help its users discover and buy products on the microblogging site. 

"This is an early step in our building functionality into Twitter to make shopping from mobile devices convenient and easy, hopefully even fun," Twitter Group Product Manager Tarun Jain said in a blog. 

He added that while users will get access to offers and merchandise that they cannot get anywhere else, sellers will gain a new way to turn the direct relationship they build with their followers into sales. 

"Were not building this alone: we've partnered with Fancy (@fancy), Gumroad (@gumroad), Musictoday (@Musictoday) and Stripe (@stripe) as platforms for this initial test, with more partners to follow soon," he said. 

The facility, with some tweets from test partners featuring a "Buy" button letting users buy directly from the tweet, will be rolled out for a small percentage of users in the US users. This will grow over time, it added.

The 57-year-old tennis legend popped the question during a break while she was providing colour commentary for the men's matches and the moment was telecast on the Jumbotron, a large screen television, at the New York's Arthur Ashe stadium.

Hundreds logged on to social networking sites likes Facebook and Twitter to share information on floods, which have created havoc in Jammu and Kashmir. More have been collecting aid for the victims.

People have been sharing pictures and information of the affected areas and rescue and relief efforts being undertaken by the central and state authorities on these portals.

Karishma Kaul @karikaul tweeted this message with a picture of her parents, 22 hours ago. "Anyone seen my parents in radio colony RAJBAGH this is 5pm yesterday they r on the roof since. #KashmirFloods.

In response, AIka Lamba ‏@LambaAlka_  32m @karikaul tweets: "They must have died. So forget them and save your life."

That's the kind of help everyone with loved ones stranded in Kashmir, can do without.

Lt Gen DS Hooda, GOC Northern Command update on the J&K floods. He says the priority is to rescue people stranded in their and to ensure relief supplies. The situation is critical, the valley remains cut off. We are looking at four to five days to restore connectivity up to Srinagar and also Reasi. South Kashmir is cut off, food and water supply is being flown in from Chandigarh and more reinforcements will be brought in," he says. The army is working with the civil administration to restore electricity connection and water supply. The Badami Bagh cantonment still remains submerged.

In Kashmir, in the worst floods in 60 years, no phone connectivity, in large swathes of the valley. The state government says it needs more rescue boats. In Srinagar, the water level has been receding, but waters still rising in the Dal Lake.

Army chief assures the people that the army won't rest till the last person is evacuated. So far 5000 people have been moved to safety. Over 160 people are dead, according to official figures, with over lakhs stranded.

16:55   Subrata Roy gets 15 days more to finalise hotel deals
In a relief to the Sahara group chief Subrata Roy, the Supreme Court today granted him 15 working days more to finalise negotiations regarding the sale of three hotels abroad.

A bench led by Justice T S Thakur allowed Sahara's application while also making it clear this would be the last extension of time and he must close the deals by the extended period to enable him finalise the negotiations so as to fulfill the Rs 10,000 crore bail condition.

Roy and two other directors have been allowed by the court to stay in the conference room of Delhi's Tihar Jail, with video-conferencing facilities, so as to facilitate him negotiate with the prospective buyers of the group's two hotels in New York and one in London.

Roy was allowed to come out of his cell on the condition he would swiftly finalise the deals and deposit Rs 10,000 crore with SEBI to get bail.

15:29   Communication links with Kashmir valley snap
Heavy floods have snapped Kashmir Valley's telecommunication links with the rest of the country and state-run BSNL along with Army and IAF has launched an operation on a war footing to restore mobile services.

The BSNL is rushing experts on satellite-based services from Hyderabad and Bangalore to immediately restore mobile services.

"Kashmir Valley is cut off from the rest of the country. Mobile link and other services have been affected due to floods which have badly hit BSNL and others telecom infrastructure", Chief General Manager Telecom, J&K Circle, R N Sudhakar said.

Sudhakhar, who is leading the operation to restore the service as soon as possible, said Poonch district of Jammu region is also cut off.

"With the help of satellites, we are trying to restore the service. We are trying to do whatever we can", he said. Mobile, landline and Internet services in Kashmir Valley were snapped last night due to huge damage caused to telecommunication infrastructure of BSNL and private operators.

Just in: The Duchess of Cambridge is pregnant with her second child, Clarence House has confirmed.

The BBC reports that Queen Elizebeth and members of both families were delighted with the news.

As with her first pregnancy, the duchess is suffering from very acute morning sickness and is being treated by doctors at Kensington Palace.

Prime Minister David Cameron tweeted he was "delighted by the the happy news that they're expecting another baby".

The sickness - called hyperemesis gravidarum - is a condition that may require supplementary hydration, medication and nutrients.

Jaitley was discharged today after bariatric surgery at a private hospital in Saket, New Delhi, but he will stay in a guesthouse for three or four days, so that the smell of fresh paint in his house, dissipates.

Maharashtra Chief Minister Prithviraj Chavan called on Governor Ch. Vidyasagar Rao at Raj Bhavan here this morning.

This was the first meeting between the Chief Minister and the Governor since the latter took charge on August 30, a Raj Bhavan statement released here today said. The meeting lasted for nearly 35 minutes, it said.

Vidyasagar replaced K Sankaranarayanan, who resigned from his post after being transferred to Mizoram.

Cabinet Secretary Ajit Seth has been tipped to become the Vice Chairman of the National Disaster Management Authority (NDRMA) which means he gets a Union Cabinet Minister status.

His 1974 IAS batchmates who have retired, have now got in touch with the Prime Minister Office's opposing his elevation. In fact, at least four batchmates describe Seth as a low profile person, who cannot handle the natural disasters like flood-hit Jammu and Kashmir.

Arvind Kejriwal's Aam Aadmi Party today showed what it called proof that the BJP is trying to "buy" its legislators with offers of money or posts, to make up numbers for a shot at forming government in Delhi.

"Our operation to expose the BJP's horse-trading has been going on for over a month. The BJP doesn't have the numbers and so they are indulging in such malpractices," Kejriwal told reporters today.

AAP showed a video clip that it says shows two BJP leaders allegedly asking two AAP legislators to join them, offering them money.

The clip, allegedly recorded in BJP leader Sher Singh Dagar's residence, is available on the AAP website and would be submitted to the Supreme Court, the party said. Malaysia has expressed concern over safe passage of the investigation team to the crash site of Flight MH17 that is believed to be shot down over war-torn eastern Ukraine, despite the declaration of ceasefire by the conflicting parties.

Ceasefire between Ukraine government forces and the pro-Russian rebels went into effect last Friday evening following an agreement signed in Minsk. Malaysia Airlines flight MH17 crashed in eastern Ukraine on July 17 while on a flight from Amsterdam to Kuala Lumpur with 283 passengers and 15 crew on board. The Boeing 777-200 aircraft is believed to have been shot down over the troubled country.

The much-hyped Prime Minister Narendra Modi's Teachers' Day speech was lost on some students in the State, thanks to either the barrier of language or technology.

About 350 children studying in four Kannada, Tamil and Telugu-medium schools in Viveknagar area of Bangalore, who were watching the telecast live, were initially excited about the Prime Minister talking "directly' to them on television. They cheered and applauded as Mr. Modi appeared onscreen.

The excitement was, however, short-lived as nothing he was saying -- which was entirely in Hindi -- made sense to them.

They soon started growing restless and began making up excuses to get out of the class. Hands kept going up, asking for a break to visit the toilet. From the toilet, many made their way to the playground. Those who failed to leave the room were seen dozing off. Read more

The Supreme Court asks CBI director Ranjit Sinha to file within a week his response on the allegations leveled against him in an application. "Whatever you want to tell us, tell us in black and white," SC tells Sinha.

A bench headed by Justice H L Dattu, however, said that the issue arising out of visitors' log book at the Director's residence is very "sensitive" and hoped that media would act with some responsibility.

The SC today took the visitor's book in a sealed envelope, submitted by advocate and petitioner Prashant Bhushan into its custody.  Bhushan says he is depositing the visitor's book with the SC since it could be destroyed.

Sinha, meanwhile leaves his residence, evades questions.

The country's largest Ganesha idol in Hyderabad will be given a grand immersion today, the last day of Ganeshotsav.

To mark the Khairatabad Ganesh Utsav Committee's 60th year of installation, the idol, in the form of Kailasha Vishwaroopa Maha Ganapathi, is 60 feet tall this year. It took almost three months and 200 artisans to make the idol.

A goods train derailed after Maoists blew up a stretch of railway tracks between Latehar and Bendi railway stations in the Latehar district in Jharkhand early today.

The rebels damaged the tracks around 2 am, causing the derailment of the coal-laden goods wagon, the police said.

United States President Barack Obama will on Wednesday announce the strategy to tackle the threat posed by ISIS, the terrorist outfit which has gained control over a large part of Iraq and Syria, and has brutally killed two American journalists in recent past.

"On Wednesday I'll make a speech and describe what our game plan is going to be going forward. But this is not going to be an announcement about the US ground troops. This is not the equivalent of the Iraq War," Obama told NBC's Meet the Press in an interview. "What this is... is similar to the kinds of counter terrorism campaigns that we've been engaging in consistently over the last six-seven years," he said. Obama said the entire international community understands that ISIS was something that has to be dealt with.

08:45   Nithari killer Koli's execution put on hold in late night order
The Supreme Court has stayed Nithari killer Surinder Koli's execution for seven days in an order passed at 1.30 am. 

"Through the district magistrate we got the SC has stayed orders to withhold Surinder Koli's execution." SM Rizvi, jail superintendent, Meerut said this morning.

Koli's mercy petition was rejected by the President. He was was transferred from the Dasna jail in Ghaziabad district to Meerut on September 4 for the execution of his death warrant issued by the CBI court. Officials earlier said he was to be hanged any time between September 7 and 12, The Times of India reported.

Koli was shifted to Meerut because of the absence of hanging facilities in Dasna.

Forty two-year-old Koli was found guilty of serial rapes and murders between 2005 and 2006 at his employer, businessman Moninder Singh Pandher's house in Nithari. Remains of several missing children were found near the house.

Koli was sentenced to death in four cases and his death sentence was confirmed by the Supreme Court in 2011.
