Statements in a blog are personal opinion which cannot be treated as an evidence, the Delhi High Court today said and dismissed a plea for a CBI probe into allegation by Justice (Rtd) Markandey Katju who had blogged that a former CJI had made "improper compromises" to favour a High Court judge despite adverse IB report against him.

Refusing to intervene into the controversy, a bench of Chief Justice G Rohini and Justice Rajiv Sahai Endlaw said a CBI probe cannot be directed merely on the basis of the statements made on a blog and dismissed a PIL seeking probe into the statements made by Katju, ex-Supreme Court judge and Press Council of India Chairman.

"We are unable to understand as to how the matter involves public interest to direct an investigation by CBI at this stage, that too on the basis of the statements made on a blog," it said.

"It is also relevant to note that blog is nothing but a personal website that allows the users to reflect, share opinions and discuss various topics in the form of an online journal and sometimes letting the readers comment on their posts," it said, adding "the statements in a blog are only the personal opinion of the user and cannot take the place of evidence."

19:47   Rs 2.50/litre cut in diesel price likely after state elections
A Rs 2.50 per litre cut in diesel prices, the first in over four years, is likely after results of assembly polls in Maharashtra and Haryana are announced on Sunday.

Petrol price, which unlike diesel is a deregulated commodity, is likely to see a price reduction of about Re one a litre at the next scheduled revision due tomorrow.

"The government will take the right decision at the right time," Oil Minister Dharmendra Pradhan said when asked about the impending diesel price cut. Diesel, the nation's most consumed fuel that has a direct bearing on prices of essential commodities as it is the preferred fuel for the transport sector, is regulated or controlled by the government.

The fall in international oil rates last month led to situation where state-owned oil firms started making profit on diesel sales, the first time in history. However, the benefit could not be passed on to consumers as the model code of conduct had come into place with the announcement of elections to Maharashtra and Haryana assemblies.

Since reduction in rates would have been a new policy, a revision was deferred.

19:05   Coal scam case: SC-appointed prosecutor differs from CBI stand
An independent prosecutor, appointed by the Supreme Court, today differed with the CBI giving clean chit to ex-coal secretary H C Gupta and two officers in a coal scam case by telling a special court that they had "illegally allocated" coal blocks to a company.

Special Public Prosecutor R S Cheema's stand assumes importance as special CBI judge Bharat Parashar yesterday had rejected CBI's closure report in another coal scam case and summoned Gupta and five others including a firm as accused.

Cheema's submissions came in a case in which the CBI had earlier filed charge sheet against Navbharat Power Pvt Ltd (NPPL), its Managing Director and Vice-Chairman Harish Chandra Prasad and Chairman P Trivikrama Prasad.

CBI's investigating officer (IO) on September 30, had filed a supplementary final report in the case saying that no offence was found to have been committed by public servants.

"Now the question is who would be liable? Secretary of Coal Ministry H C Gupta, Joint Secretary of Coal Ministry K S Kropha and Director (Coal Allocation-I section) K C Samaria would be liable as it was in their knowledge that misrepresentation was done by the company (Navbharat Power Pvt Ltd).

"These three officials had illegally allocated coal blocks to the company," Cheema said while seeking their prosecution.
The court after hearing the submissions fixed the case for October 31 for consideration of the final report.

During the day's proceedings, Cheema told the judge that from now onwards, every document, including final reports, to be filed by the CBI in the court would be forwarded only through him.

18:09   Fast, simple blood test to diagnose Ebola developed
British researchers have developed a fast, simple and affordable blood test, specific to the 2014 Ebola outbreak, to diagnose the deadly disease.

With the current epidemic of Ebola virus in West Africa, scientists are racing to provide an easy-to-use, affordable solution for screening suspect Ebola patients.

High-tech British company Primerdesign Ltd, a spin-off from the University of Southampton, has now developed a fast and simple diagnostic test solution specific to the 2014 Ebola outbreak.

"Accurate diagnostics is essential in controlling an outbreak like Ebola. There is an urgent need for rapid testing to screen suspected patients and people travelling in and out of the region," said Dr Jim Wicks, Managing Director of Primerdesign.

"Our test is quick, affordable and easy to perform," Wicks added.

The test can detect even minute quantities of the disease in the early stages allowing for pre-emptive health-care intervention, researchers said.

Primerdesign is in discussions with the World Health Organisation (WHO) to possibly put large numbers of these tests in to the front line in West Africa as quickly as possible.

"Viruses have a unique genetic fingerprint the same as we do. Ours is encoded in DNA but the Ebola virus uses RNA (Ribonucleic acid). So the kit is designed to specifically detect the Ebola RNA in a patient blood sample," researchers said.

The Indian side is understood to have registered its protest with their Pakistan counterparts over the series of ceasefire violations carried out by the neighbouring country's troops in the last fortnight from across the border in Jammu and Kashmir.

11:43   Bureaucrats nix PM's grand plan
It was a government that promised to deliver on its, well, promises, but if its handling of the attendance portal for government employees is any indication, it seems we are in for more of the same.

Ananya Sengupta reports in The Telegraph, Calcutta, that 'less than a fortnight after an attendance portal for its employees went live on September 30, the Centre has had to backtrack on its promise of transparency and make it password-protected'.

The portal, attendance.gov.in, was set up on Prime Minister Narendra Modi's personal initiative, the newspaper says, but that 'pressure from civil servants, who told the communication and IT ministry they were uncomfortable with the move, had prompted the portal to be closed to public scrutiny'.

'Members of our technology team felt there was no need for the general public to know when an official had clocked in or out, and how many days of leave he had taken in a month,' said an official of the National Informatics Centre, which manages government websites, reports Ananya. 'Nor is it necessary for people to know which government office an official is visiting on a given day.'

Prime Minister Modi, who has been away from the capital on the election campaign trail, however, was not consulted on making the site password-protected. Officials however feel that consulting Modi wasn't necessary since the portal hadn't yet been officially launched. "Once he returns, he will take the final call,' a source said, reports the Telegraph.

The confrontation in the Admiralty district, near where the protests first spilled onto Hong Kong's streets over two weeks ago, magnified the volatile political divisions in the city, pitting the mostly young demonstrators against residents who say they are fed up with disruptions brought by the protests or who are loyal to Beijing, which opposes the demands for full democratic elections for Hong Kong's leader.
