JK governor draws up a top secret report

Jammu and Kashmir Governor N N Vohra has submitted a top secret report on the constitutional powers of governors and how it is being ignored by Union ministers.

If the media gets its hands on the report, it would cause quite a commotion, along the lines of the one caused by Vohra's earlier report on the criminal nexus between politicians, bureaucrats and the underworld, when the governor was the Union home secretary.
