Rudy's original speech would have riled the Congress

Leader of the Rajya Sabha Arun Jaitley on Tuesday made a very brief speech in the Upper House. The reason? The BJP does not want to antagonise the Congress which has a larger presence there. And the finance minister made his speech without any interruption and "toka toki". 

But in the Lok Sabha Rajiv Pratap Rudy had a free run against the Congress which had been decimated in the election, winning just 44 seats. 

But while Rudy was willing to strike he was afraid to wound, it seems. 

Those in the know say that his prepared script packed a punch: that the Lok Sabha should pass a condolence resolution over the sad demise of the 129-year-old Congress party, but party seniors advised caution as it was only the first day of the BJP government in Parliament and they didn't want it to end in commotion.
