Tharoor writes to Congress explaining praise for Modi

After being accused of indulging in 'chameleon politics', Congress leader Shashi Tharoor has written to the top party leaders trying to explain why he praised Prime Minister Narendra Modi. A few days ago, Tharoor had in an interview praised Modi following which the Congress had said that Tharoor's views were his and not the party's views.
