Babus in Modi govt have much to cheer

We are being told that babus in the Narendra Modi government are enthusiastic about the new regime. There are reasons for this...

First, the Prime Minister calls up secretaries on the RAX, which has ensured a level of comfort. (The RAX phone is meant only for seniormost functionaries in the Government of India).

Second, babus believe that the PMO has regained its lost importance.

Third, the PMO has got a new look with trifurcation (see our next post) and the Appointments Committee of the Cabinet (ACC) has been allocated to Dr P K Mishra, additional principal secretary, and the PM has authorised Dr Mishra to convene the meetings of the Secretaries to the Government of India.

Dr Mishra has an enviable track record. In Gujarat, he has seen it all and done it all. He worked in the rural development, agriculture, cooperation and revenue departments and in the State Electricity Corporation and the State Disaster Management Authority.

Insiders say that this has effectively been put to action since last month and so far has happened without any glitches.

But this is indicative of the Cabinet Secretariat losing its sheen.
