Delhi Law Minister Somnath Bharti, against whom Delhi Commission for Women is supposed to meet Lt Governor today to file a FIR against the minister, has alleged that DCW chairman Barkha Dutt is a Congress member. "DCW is a political outfit. They are trying to defame me,' Bharti has said.
