Kejriwal left the meeting to hear public grievances mid-way after crowds swelled outside the Delhi Secretariat, with some even breaking the security barricades.

Many people were seen looking for the documents they had brought with them, but lost due to overcrowding.

It has become overcrowded, we are trying to manage it, Kejriwal said.

It was not clear whether other ministers too had left.
