Law Minister Kapil Sibal bats from Communal Violence Bill in the Rajya Sabga. "The bill will not violate the federal structure. It will not encroach upon the rights of the state. No positon in the bill will interfere with the law and order situation."

"Large part of the bill deals with compensation of victims," Sibal added. "There is no provision in the bill which gives power to the Centre."
