"We cannot re-verify over 125 million pre-paid connections in 28 days. If we are forced to so then eventually we will have to block the pre-paid SIMs to meet the deadline," said a senior official of a cellular company. 17:32   Cabinet approves land acquisition ordinance
The Union Cabinet on Monday approved the land acquisition Ordinance.

The land ordinance, it is learnt, will dilute the consent clause for PPP projects -- either abolish it or bring the requirement down to 50 per cent of land owners. For projects carried out by the government for public purposes --- where the land is to remain in the hands of the government -- no consent would be required.

Under the new law, compensation is likely to be calculated from the date of preliminary notification of the acquisition, unlike the current Act, which provides for compensation from the date of social-impact assessment study.

The amendments, though, are not likely to change the compensation amount. The Act currently provides for compensation of up to four times the market value in rural areas and twice the value in urban parts.

The government has used an ordinance three times in its first six months in office due to a lack of majority in the upper house of Parliament or Rajya Sabha.

The order on land acquisition makes it faster and easier -- but not cheaper -- for the government to take over property for defence and rural infrastructure including the construction of hospitals and schools and colleges; rehabilitation and compensation terms have not been diluted.

17:32   Centre also approves mining ordinance
The Centre also cleared the mining ordinance, which, it is learnt, give the government discretionary powers over states incase they take too long to renew or give licences for mining and introduce strong penalties in case of any wrongdoings.

The mining ordinance is to do with amendments to MMRDA Act. The previous UPA government brought in a Bill in 2011 to amend the Act. The new government later prepared a Draft Amendment Bill and put in public domain for comments from all stakeholders. If this Bill comes through, it can pave the way for the auction of iron ore and minerals sector, especially for the notified mineral including limestone, iron ore, bauxite, among others.

Using the mining ordinance, the central government will be empowered to prescribe terms for conduct of auctions in respect of notified and non-notified minerals.

More discretionary power in the hands of the Centre is likely to be positive for the industry as it can help resolve approval-related issues in a more transparent manner and also at a faster pace. The Mining Bill also proposes the imposition of additional levy related to royalty for the benefit and development of mining affected people and the area.

So, we are ready to embrace those who are ready to adopt this way of life."

"Ghar Wapsi program is not against the Constitution or the law....We believe in development and home-coming doesn't affect development... it will be better for development.
