Why is Maneka at loggerheads with law ministry?

CNN-IBN reports: Two important central ministries are at loggerheads.

Union Women and Child Development Minister Maneka Gandhi's plan to strengthen the National Commission for Women has met with a roadblock from the law ministry, said sources.

Maneka had sent a proposal to the law ministry to strengthen the NCW in order to make it more effective in crime against women.
