Admiral Robin Dhowan takes over as Navy chief

After dithering for over 50 days following Admiral DK Joshi's sudden resignation owning "moral responsibility" for a string of warship mishaps, the government has named Admiral Robin Dhowan over as the new Navy chief. Dhowan was vice-admiral.
