A correspondent from Delhi reports: "Peace has returned to Sri Lanka. Tamils have won the elections."

This is what Prasad Kariyawasam, Sri Lankan High Commissioner in New Delhi, told many Union ministers.

Prasad is spending time with Congress ministers to lobby for the presence of Prime Minister Manmnohan Singh at the Commonwealth Summit in November in Colombo.
