Will the peace process work in Manipur?

Manipur, a state severely hit by insurgency, has finally witnessed the beginning of a peace process, with three militant groups signing a memorandum of understanding with the state government.

But major militant groups, including the PLA, PREPAK and the UNLF have stayed away from the peace talks.

After years of violence and bloodshed, will Manipur usher in an era of peace or will this just be another cosmetic gesture?
