The Bihar and Jharkhand police believe the mastermind is a man named Tahseen Akhtar, an alleged Indian Mujahideen operative in Bihar.

The name of the Indian Mujahideen has cropped up in the Patna serial blasts and if the same is ascertained then it is the first attack by the outfit since the arrest of its leader, Yasin Bhatkal, reports Vicky Nanjappa.

After the arrest of Bhatkla, the agencies had said that the organisation would be run by Tehsin Akthar who was also one of the players in the 13/7 attacks in Mumbai.

Tehsin according to the Bihar police is the mastermind of the Patna attacks and he is said to have carried out these blasts for two reasons - avenge the Muzaffarnagar riots and show that the Indian Mujahideen is still active after the arrest of Bhatkal and his aide Assadullah Akthar.

Tehsin is a resident of Samastipur in Bihar, but was tasked with setting up a module in Ranchi.

The National Investigation Agency has been on his trail ever since he gave the slip following the 13/7 attack along with another player, Waqas.

According to the Intelligence Bureau, Tehsin did not leave the country and stayed in Bihar for a considerable period of time after the 13/7 attack.
