No presence of ISI in Muzaffarnagar

Rediff.com's Vicky Nanjappa reports: Rahul Gandhi's statement at the Indore rally yesterday that the ISI was in touch with the riot victims of Muzaffarnagar brings up a serious question.
The Intelligence Bureau has been keeping a close watch on the situation in Muzaffarnagar and till date there has been no attempt made by the ISI to lure riot-affected Muslims.
The IB's standard operating procedure during communal riots is that "in case riot victims are not rehabilitated, there is a chance of some elements trying to lure them into their fold."
There is no mention whatsoever of an ISI presence that has taken shape in Muzaffarnagar so far.
