Tejpal's counsel says FIR registration by the Goa police, suo motu, is an abuse of police power and is done at the behest of political masters.

Tulsi says his client is seeking temporary relief until a proper authority can be approached.

By filing an FIR under Sec 376 (rape), it smacks of an abuse of power. The case is of not of sexual assault.

He said even under the new anti-rape laws, there must be penetration for the act to be called rape.

The applicant is man enough to admit his mistake and it shows he has some morality.
