Ahead of 2014, Cong asks ministers to be discreet about foreign tours

There has been a flurry of activities in central government offices in Delhi after it received a circular from the cabinet secretariat. Cabinet Secretariat has circulated a note to the Union ministries to avoid submitting files of their foreign tours from mid December. This strict instruction has been issued before the implementation of the model code of conduct ahead of the 2014 Lok Sabha polls, according to our Delhi correspondent.
