Top babus meeting President raise eyebrows

Our Delhi correspondent in Delhi reports: Principal Secretary to Prime Minister Pulok Chatterjee and Cabinet Secretary Ajit Seth had separate meetings with the President Pranab Mukherjee recently. The speculation is that UPA has decided not to go in for controversial bills in Parliament.

Also UPA government does not want to pass on certain information to the President. Some say that under transaction of rules of Union government the minutes of the Cabinet Committee meeting on Security, Cabinet Committee on Political Affairs are not submitted to the President Secretariat. Is this the reason why two top babus of UPA met President?
