Former Chief Justice of Delhi high court Rajendra Sachar today expressed regret that the Centre  has not implemented his recommendations regarding minorities till date.        

Addressing a meeting organised by Socialist Party of India, the Chairman of Sachar Committee said although the Centre 'blew the trumpet' over his recommendations to improve the socio-economic status of minorities, it has done nothing to implement them till date.        

He alleged even the Uttar Pradesh government was making false assurances.

21:00   Allahabad HC advocates write to Prez for Dutt's clemency
Two advocates of the Allahabad high court have petitioned the President, urging him to grant pardon to Bollywood actor Sanjay Dutt, who was recently sentenced to five years in prison by the Supreme Court in the Arms Act case.        

The clemency petition was e-mailed to the President's office by advocates Brij Bhushan Paul and H N Mehrotra.

The situation in the silk town of Sualkuchi in Assam's Kamrup Rural district remained tense but calm today, with the indefinite curfew relaxed for three hours during the day.        

The curfew, which was imposed on Sunday, was relaxed between 1 pm and 4 pm to facilitate people to buy essential goods, even as the army conducted flag marches on the streets.

Delhi Chief Minister Sheila Dikshit turned 75 today, with a number of senior Congress leaders including Prime Minister Manmohan Singh greeting her on the occasion.        

A large number of Congressmen, including her Cabinet colleagues, thronged her residence to wish her.        

"I thank all of you. Your wishes mean a lot to me. I will continue to work hard to make Delhi a better city," Dikshit told a group of Congress workers.

19:54   Letter seeking pardon for Dutt sent to Maha govt
Maharashtra Governor K Sankaranarayanan has forwarded expelled Samajwadi Party leader Amar Singh's letter, seeking pardon for Bollywood actor SanjayDutt, to the state home department on March 28, a Raj Bhavan spokesperson said today.        

On March 26, Singh and Jayaprada had met the governor to seek pardon for Dutt, who has already served 18 months behind bars, after being sentenced to five years' imprisonment in the 1993 Mumbai serial blasts case, he said.

In the backdrop of several leaders raking up the issue of a Third Front ahead of the general elections due next year, Odisha Chief Minister Naveen Patnaik today said it was too early to discuss such a proposal.

19:52   '60,000 litres of water used everyday during IPL'
IPL organisers should take an appropriate decision on holding the tournament in Maharashtra, given the prevalent drought in the state, Leader of Opposition in state Legislative Council Vinod Tawde said today.       

"As per my knowledge, 60,000 litres of water would be used to maintain a cricket ground every day. Thus, during the entire season of IPL matches spread over 36 days (from April 9-May 15 in Maharashtra), 21.6 lakh litre water will be used for a single ground," Tawde said in a letter to IPL Commissioner Rajeev Shukla.

Chief Minister Naveen Patnaik today said the law will take its own course regarding the dowry torture case, in which former minister Raghunath Mohanty and some his family members are accused.        

"As you know, the law will take its course in the matter," Patnaik told reporters  on his return from a five-day visit to Delhi, when asked about Mohanty's daughter Rupashree and son-in-law Subhendu Madhual, who are absconding.

Olympic medallist Vijender Singh had spoken to alleged narcotics dealer Anoop Singh Kahlon on the phone nearly 80 times and they knew each other well, according to the boxer's call records, which were scanned by the Punjab police.

DIG (Ludhiana range) M F Farooqui today said police have decided to file a plea in court seeking a direction to get Vijender's blood and hair sample to confirm whether he used to consume the drug, as claimed by his sparring partner Ram Singh during interrogation.

19:14   Hindus in Bangladesh demand more security
Amid nationwide violence in Bangladesh over 1971 war crimes trial of fundamentalist Jamaat-e-Islami leaders, the country's human rights body has criticised the government for taking inadequate steps to protect Hindus from recent attacks, as the minority community demanded more security.        

"The government must answer why the people of religious minorities were living in insecurity in Bangladesh," said Mizanur Rahman, the chairman of Bangladesh National Human Rights Commission.

Congress today appointed Ashok Choudhary, a young Dalit leader , considered close to Rahul Gandhi, as the new PCC chief of Bihar, two and a half years after Mehboob Ali Qaiser resigned from the post following the drubbing in the last assembly elections.        

Congress president Sonia Gandhi has appointed Ashok Choudhary as president of the Bihar unit of the party, AICC general secretary Janardan Dwivedi said.

Dismissing claims that the Congress is misusing the CBI to target its opponents, Minister of State for Home Affairs R P N Singh today said the central agency was impartial and even the ruling party leaders were not spared during its probe.        

"It (CBI) is purely and completely impartial and does not entertain pressure from any influential person," Singh told reporters.

The Congress leader said it was due to the CBI's "impartial"character that the party had "suffered immensely".

Asian American students perform better than all other ethnic groups when it comes to science and math, with males in particular scoring better, a new US study has found.        

US researchers Nicole Else-Quest, Concetta Mineo and Ashley Higgins studied 367 White, African American,Latino/Latina, and Asian American 10th grade male and female students in math and science.        

The study results indicated that while male and female adolescents earned similar grades in math and science, Asian American students outperformed all other ethnic groups, with males in particular receiving the highest scores.

Amid reports that Maoists have called a 48-hour bandh in Jharkhand and Bihar from April 6 to protest against the killing of their cadres, the police today said all measures would be taken to ensure that normal life is not disturbed during the period.        

Additional Director General of Police B B Pradhan said precautionary measures would be taken to ensure that normal life is not disturbed during those two days.

The just concluded BRICS summit in Durban has yielded "tangible fruits" and brought about unity among major emerging economies. It has also injected fresh impetus into the development of the cooperation mechanism, Chinese Foreign Minister Wang Yi said today.        

"The summit has yielded tangible fruits which were included in the Durban Declaration and its Action Plan," he said, adding that it also resulted in the signing of a number of cooperation agreements.

Former prime minister H D Deve Gowda-led JD-S today said the party would announce its list of candidates for the May 5 Karnataka assembly elections by the second week of April.        

"The JDS will announce its list of candidates for all 224 assembly seats by April 10," state JD-S president and Gowda's son H D Kumaraswamy told reporters. 

On March 23, Senior JD-S leader Basavaraj Horrati had said the party would announce the list by March-end.

Three days after suffering severe head and lung injuries in a fight outside a Christchurch bar, New Zealand cricketer Jesse Ryder has been moved out of the Intensive Care Unit. He has reassured his well-wishers about his well-being by saying, "I am okay".     

Ryder is in a stable condition in a general ward at the Christchurch hospital.

15:04   'Tibet mine disaster due to exploitation by China'
The massive landslide that engulfed a gold mine in Tibet was the result of an "aggressive expansion" of the colliery in which fewer Tibetans are employed, Tibet's government-in-exile has alleged, as rescuers today found more bodies of the 83 miners buried in the avalanche.        

Although more bodies were found, they were not being pulled out due to debris blocking rescuers' access to mine in Maizhokunggar County, about 68 km from regional capital Lhasa, official media reported.

Madhya Pradesh led major states of the country in respect of growth rate in 2012-13, and dislodged Bihar from the top position, the state government has said, citing estimates released by the Central Statistics Office.

Agriculture growth rate of Madhya Pradesh for the year 2012-13 is 14.28 per cent and GSDP growth rate is 10.02 per cent, a state government release said.

Former US president Jimmy Carter has offered the services of his organisation to Nepal during the upcoming Constituent Assembly elections and mooted the possibility of sending observers for the polls.        

The proposal comes just days after the country's newly-appointed electoral chief called upon the government to fix a 'realistic' date for the polls to be held before June 21.

Strongly favouring the learning of English to succeed in the modern world, Union Minister of State for HRD Sashi Tharoor has said denial of opportunity to children to study the language would destroy their future.        

"If Keralites want to succeed in the modern world of liberalisation and globalisation, they should learn English well," he told a two-day international conference on Curricular Reforms and Class Room Practices in English.  

"Denial of opportunity to learn English to our children would be tantamount to destroying their future," he said, adding that learning English should not be the privilege of only a few.

14:33   Disclose action taken on complaint against Patel: CIC
The Central Vigilance Commission has been asked by the Central Information Commission to make public the action taken on a plea for a probe into a complaint by former Indian Airlines CMD Sunil Arora against the then civil aviation minister Praful Patel.        

However, Chief Information Commissioner Satyananda Mishra,while giving the direction, did not allow the disclosure of the original complaint filed by Arora, saying it would impede the ongoing investigation, even though the CVC had not sought any such exemption in its reply as well as at the first appeal stage.

14:28   3 killed in blast in northwest Pakistan
Two people were killed and six others, including a former provincial legislator, injured in a bomb blast in Pakistan's restive northwest today, police said.        

The blast targeted the motorcade of Awami National Party leader Adnan Wazir, a former member of the Khyber-Pakhtunkhwa Assembly, in Wali Noor area of Bannu district.        

Wazir, a candidate for the May 11 polls, was on his way to an election rally at the time of the attack.

For the first time in its 47-year history, the Border Security Force has appointed a non-IPS officer as its commander for the eastern theatre, which guards the Indo-Bangladesh border.        

1975-batch BSF cadre officer Ravi Kumar Ponoth has been promoted and appointed as the new additional director general for the forces' eastern theatre, which is tasked to guard the 4,096-km Indo-Bangladesh border, official sources in the forces' frontier headquarters in Kolkata said.

12:49   CAG questions use of Chinese material in Delhi bridge
The Comptroller and Auditor General has raised serious questions about the use of pre-fabricated steel frames imported from China for the construction of the 'Signature' bridge across Yamuna River in East Delhi, which is modelled on the famed London Bridge.        

In a draft report, the CAG has objected to procurement of steel frames from China in violation of contractual norms and said the Delhi government agency implementing the project does not have any mechanism to check quality of material and fabrication work being done in China.

Former telecom minister A Raja has defended the telecom ministry's decision -- to bypass the law ministry in seeking legal opinion of then Solicitor General GE Vahanvati directly on the 2G issue -- saying it was "perfectly permissible" to approach the law officer in certain cases.        

Raja told the Joint Parliamentary Committee on 2G issue that it is "perfectly permissible" for a government department to seek the opinion of a law officer when he is already representing it in litigation and advising it on same issues.

Sri Lankan President Mahinda Rajapaksa has said that his government will not allow racism or religious extremism in the country and advised the Buddhist majority community to protect the rights of others.        

"This is a democratic country, non-Buddhists have equal rights and freedoms. While we safeguard the rights of Buddhists, it is the responsibility of the Buddhists to be exemplary and protect the rights of others," he told a religious gathering at Weherahena in southern Sri Lanka.

The Supreme Court will pronounce on Monday its verdict on Swiss pharma giant Novartis AG's plea for getting its blood cancer drug Glivec patented in India and restraining Indian companies from manufacturing generic drugs.        

A bench of justices Aftab Alam and Ranjana Prakash Desai had reserved the verdict on December 4 after marathon arguments spanning over two and half months.

11:04   Delhi's HIV death rate higher than official figures
Over 2,300 HIV-infected people registered with various Delhi hospitals have died in the past eight years. But authorities suspect the numbers could be much higher as another 3,000 who signed up with them are now untraceable and their status is not known.        

According to statistics compiled by the Delhi State AIDS Control Society, 2,319 HIV-infected people registered with Anti-Retroviral Therapy centres in Delhi hospitals have died during these years, while 2,936 patients have failed to turn up for treatment.

11:03   Women constitute only 5.33 pc of police forces!
The country has just 5.33 per cent women in police forces despite growing demands for more representation in law enforcement agencies.        

According to home ministry statistics, out of 15,85,117 personnel working in state police forces, only 84,479 or just 5.33 per cent are women.        

Besides, there are just 499 all-women police stations in the country, out of a total 15,000 stations.

Amid escalating tension in the Korean peninsula after recent aggressive statements by the North,the US has said it is in close touch with its South Korean allies and is prepared for any possible threat from Pyongyang.        

"We have seen reports of a new and unconstructive statement from North Korea. We take these threats seriously and remain in close contact with our South Korean Allies," said Caitlin Hayden, spokesperson of the National Security Council.

Gujarat Chief Minister Narendra Modi was on Sunday named as a member of the Bharatiya Janata Party's Parliamentary Board.

He is the only BJP chief minister to find a place in the top-level team.

Modi's close aide, controversial former Gujarat minister Amit Shah, has also been included in the BJP Parliamentary Board.

Varun Gandhi also finds a place in the party's highest decision-making body.

The new team has been put in place keeping in mind the forthcoming general election in 2014.

BBC reports: American music producer and pioneer of digital recording, Phil Ramone, has died aged 72, his son has said.

Ramone is regarded as one of the most successful producers in history, winning 14 Grammy awards and working with stars such as Ray Charles, Bob Dylan, Elton John and Paul McCartney.

He produced the first major commercial release on CD, Billy Joel's 1982 album 52nd Street.

Claiming that Indians vote in droves like sheep and cattle, Press Council of India chief Justice Markandey Katju has said he would not vote as it was "meaningless" in a situation where democracy has been hijacked by feudal lords.   

"Ninety per cent Indians vote in droves like sheep and cattle. They are like a herd of cattle voting along caste and religious lines. This is the bitter truth. And because Indiansvote like livestock, there are so many criminals in Parliament," Katju told news channel Headlines Today.

00:14   Train tickets to cost more from April 1
Travelling in trains is set to become costlier from next week as the hike in reservation fee and superfast charges announced in the Rail Budget come into effect from April 1.

Though Railways have not increased basic passenger fare, it has proposed to increase the reservation fee, superfast and Tatkal charges.

Cancellation and clerkage charges will also be hiked from the said date. While reservation fee for second and sleeper class has not been revised, AC classes will be dearer by Rs 15 to Rs 25 per ticket. Superfast charges have been increased by Rs 10 for sleeper and second class fare.

For AC classes, the hike is between Rs 15 and Rs 25. Tatkal fee has been increased by 10 per cent of the basic fare for second class and 30 per cent for all other AC classes.

00:13   Chennai doc arrested for stopping cop from entering ICU
DMK chief M Karunanidhi has condemned the arrest of a 70-year-old doctor in Chennai who stopped a police sub-inspector from entering the Intensive Care Unit  of a hospital with his shoes on, reports NDTV.

The policeman had gone to the Apollo Hospital ahead of Chief Minister J Jayalalithaa's visit to meet media baron Sivanthi Adithan, who is admitted there. Dr Karunanidhi is the personal physician of Adithan. He was arrested a few days ago.

The DMK chief has demanded "action against those responsible" and "unconditional withdrawal of charges" against the doctor.
