Barely two weeks after it was officially unveiled in gthe general Budget, there's been a rush to stake ownership of the Nirbhaya Fund, created by the UPA government in the memory of the Delhi gang-rape victim.Eyeing the Rs 1,000 crore corpus set aside for the fund, the cash-strapped ministry of women and child development (WCD) has already started working towards securing its ownership.
