As the NIA started its probe into the serial blasts in this temple town, Union Home Minister Sushilkumar Shinde today did not rule out the involvement of three to four persons in the attack.

"The restoration work has started but there are stretches where the entire road has been washed out, where we have to build new roads. This may go beyond one or two months," Road Minister Oscar Fernandes said.

Exuding confidence Fernandes said, "by September, we will be able to restore connectivity to the (Kedarnath) shrine". Heavy monsoon rains wreaked havoc in the hill states of Uttarakhand on June 16 and 17, with thousands of people affected and several hundreds dead. Himachal Pradesh was also hit by floods due to rains.

Broken roads in the worst hit Rudraprayag, Chamoli and Uttarkashi districts affected supply of relief material to the areas. The supplies are being dispatched in choppers to affected areas of Uttarakhand.

The first phase of the crucial panchayat polls in West Bengal will begin tomorrow even as the ruling Trinamool Congress kept up its attack against the State Election Commission.

Criticising the state government for 'dilly-dallying', the Supreme Court had on July two refused to reschedule the dates of the polls which are to be conducted in five phases beginning from July 11 as per its direction. In the first phase, polling will be held in Bankura, West Midnapur and Purulia districts in the former Maoist stronghold of junglemahal.

Of the total 58,865 seats going to polls, 6,274 have been won uncontested, a majority by the Trinamool Congress. In all 1.7 lakh candidates are in fray in over 17 districts. Most panchayats and zilla parishads are now under control of the Left Front.

11:47   SC tells Tata Motors to clarify rights on Singur Land
The Supreme Court asks Tata Motors to clarify its stand on its rights over the Singur land in West Bengal after the company moved out its proposed car plant from West Bengal.

The Singur Land Rehabilitation and Development Act 2011 had sought to empower the state government to take back 400 acres of land given to Tata Motors for its car project.

The court, on an appeal by Tata Motors Ltd, had observed that the President's assent had not been taken for the Act and as such it was void and unconstitutional. The implementation of the order was, however, stayed for two months by the division bench of the high court to allow the aggrieved party to file an appeal in the Supreme Court.

10:31   Chidambaram in US to woo investors
At a time when Indian rupee is a record low, Finance Minister P Chidambaram has arrived in Washington to not only address the US concerns on India's economic policies, but also pitch among investors for a fresh wave of foreign direct investment in key sectors like infrastructure.

On a four-day trip to Washington, his second in less than six month, Chidambaram is primarily here to deliver keynote address at the 38th annual leadership summit of the US-India Business Council and meet his American counterpart Jack Lew.

He is also scheduled to meet a host of American corporate leaders and lawmakers, who of late have been highly critical of some of the Indian policies in particular those related to intellectual property rights and foreign direct investment.

However, the decision of Prime Minister Manmohan Singh to put on hold the contentious Preferential Market Access (PMA) policy is expected to give Chidambaram some comfort level in responding to the charges of the American corporate sector and lawmakers. The move has been welcomed by the US industry.

The rupee today rose by 13 paise to 60.01 against the US dollar in early trade at the Interbank Foreign Exchange market after the RBI took steps to curb volatility in the currency.

Forex dealers said besides dollar selling by exporters and a higher opening in the domestic equity market, the Reserve Bank ordering state-owned oil companies to purchase their dollar requirement from a single public sector bank for every daily transaction to curb volatility in the currency, also supported the rupee.

They said, however, dollar's strength against other currencies overseas, capped the rupee's gain.

09:31   Karnataka's poor to get rice @ Re 1 per kg from today
Karnataka government is today launching its "game-changer" initiative to supply 30 kg of rice at Re 1 to close one crore poor families across the state.

The "Anna Bhagya" would be unveiled by Chief Minister Siddaramaiah in Bangalore, while in-charge ministers would do so in district headquarters, in what looks like a "show-piece" scheme of the new Congress government.

The scheme, a key promise of the Congress in the assembly elections in May, was originally planned to be implemented from June one but postponed due to supply side problems.

In view of the huge cost involved, the scheme has come under criticism from some quarters, including opposition BJP which has dubbed the programme a "hasty decision" without doing home-work.

Minister of State for Food, Civil Supplies and Consumer Affairs Minister Dinesh Gundurao told reporters that the Centre would give an additional 20,000 tonnes per month, while the State has signed a deal with Chhatisgarh government to get
25,000 tonnes.

09:25   Saudi to expel foreigners disrespecting Ramadan
Saudi Arabia has threatened to expel non-Muslim expatriates who eat, drink or smoke in public during the Muslim fasting month of Ramadan.

Ramadan begins in the kingdom from today.

Oil-rich Saudi Arabia, which applies a strict version of sharia (Islamic) law, is home to eight million foreigners, mostly Asians.

09:15   Tibetan students hold peaceful demonstration
Tibetan students held peaceful demonstrations in the US Capital amidst calls from lawmakers and rights bodies urging the Obama Administration to raise the issue of human rights violations in Tibet during talks with the Chinese officials.

On the eve of the fifth US China Strategic and Economic Dialogue (SED), Students for a Free Tibet organised two demonstrations one near the White House and the other in front of the Chinese Embassy, which they said in protest against the
unprovoked bloodshed in Tibet.

"His Holiness the Dalai Lama is a global symbol of peace, a beacon of the Tibetan people's faith and nonviolent resistance against Chinese colonialism," said Pema Yoko, International Grassroots Director of Students for a Free Tibet.

"It's gut wrenching to hear that monks, nuns and lay Tibetans were shot indiscriminately by Chinese police simply for offering prayers on his birthday," she said.

"It's appalling that on one of the holiest days of the year for Tibetans, Chinese forces refused to allow even peaceful prayers," said Kate Woznow, international director, Students for a Free Tibet.

09:11   Amazon, Apple, end dispute over 'Appstore'
Apple has dropped its lawsuit against rival Amazon for using the term 'Appstore' for its online shop for mobile gadget applications.

"With more than 900,000 apps and 50 billion downloads, customers know where they can purchase their favorite apps," an Apple statement said.

"We no longer see a need to pursue our case against Amazon."

An Amazon statement said: "We're gratified that the court has conclusively dismissed this case. We look forward to continuing our focus on delivering the best possible Appstore experience to customers and developers."

A court order dismissing the case was signed on Tuesday in US federal court in northern California, where Apple had filed the suit in 2011. The suit had claimed that Amazon's use of Appstore infringed Apple's rights for its App Store, where it sells mobile applications for its iPad and iPhone.

Earlier this year, US District Judge Phyllis Hamilton ruled that Apple had failed to establish that Amazon made any false statement or had deceived customers.

09:00   Disclose communication between PM, CJI on RTI: CIC
Communication exchanged between the Chief Justice of India and the Prime Minister on the issue of Right to Information Act since 2005 should be disclosed, the Central Information Commission has held.

The transparency panel in its recent order has directed the Supreme Court official to visit the records in their files and provide information to the applicant who had sought copies of communication exchanges between the CJI and the Prime Minister since 2005.

The case relates to an RTI application filed by Mumbai-based Siddharth Murarka who sought copies of the correspondence between the two authorities on the issue of transparency law since the year 2001.

The application was rejected by the Supreme Court which said that nature of queries was general and not specific.

When the matter reached the Commission, the Supreme Court argued that since the applicant has sought for information spanning across 12 years and since such correspondence could be spread in number of files, tracing them and furnishing them to the applicant were an "impossible task".

00:19   Why was Pakistan a safe haven for Osama?
Pakistan has struggled for the past two years to explain just how Osama bin Laden managed to hide out in one of its military towns.

The answer, suggests a 336-page leaked judicial inquiry report, may lie in the sheer incompetence and corruption practiced by low-level government and military officials in the country.

In the nine years that Mr. bin Laden lived in Pakistan, the man who had a $25 million US bounty on his head could have been caught by any number of government functionaries.
