CBI autonomy affidavit: Only President can sack chief, Centre can't influence probe

The Centre has filed a 41-page affidavit in the Supreme Court spelling out steps to bring autonomy in the functioning of the body. The Centre says the affidavit has been filed to place on record recommendations of the Group of Ministers on making CBI autonomous.

The affidavits says:

1. Appointment of CBI director is to be made by a committee comprising PM, Leader of Opposition in Lok Sabha and CJI or an SC judge

2. The CBI director will be removed from office only by order of the President and only on charges of misconduct.

3. The CBI director to hold post for not more than two years.

4. The CBI director cannot be transferred without the consent of the committee headed by PM, Centre to SC.

5. Centre not to influence in any manner, the probe conducted by the CBI.

6. The Centre proposes the setting up of an accountability commission to inquire into allegations against CBI officials. The Prime Minister will be the chairman of the committee.

The Supreme Court had called the CBI a caged parrot answering to its political masters.
