Notice in Kashmir warns people of nuke/chemical war

Civil defence officials in Kashmir have warned residents to build bomb-proof basements, collect two weeks' worth of food and water and be prepared for a possible nuclear war.

The notice, that appeared in Greater Kashmir newspaper on Monday, advises people to construct basements in their house in which they can stay for a fortnight; stock the shelter with non-perishable foods and water; build toilet facilities.

It also tells residents not to move out of the shelter unless instructed by the authorities to do so; not to move out without proper protection to breathing passages at least during the first 24 hours of the blast; and not to allow contaminated persons in the basements. 

The notice, which is unusually vivid for officialdom, also describes the after-effects of a blast, and goes on to warn the people of chemical and biological warfare.

The notice is issued by the inspector general of police and the head of the state disaster response force. 

The official in question, Yoginder Kaul, in an interview to Greater Kashmir newspaper, described it as a routine one, a normal exercise to create awareness among the people. "It has nothing to do with anything and should not be connected to anything,' he said.

However, coming as it does on the heels of the India-Pakistan tension over the beheading of Indian soldiers by the latter and the instances of cross-border firing which have collectively put a halt to the peace initiatives between the two nations, the notice could not have come at a wrong time.
