Govt blinks: NCTC may be placed outside IB

The government has agreed to withdraw two contentious clauses from the National Counter Terrorism Centre, reports CNN IBN. The MHA says the NCTC will not have the power to arrest before informing the states and the state DGP will be informed before any operation by the NCTC. The NCTC will be placed outside the Intelligence Bureau. The Cabinet Committee on security will take up issue in its next meeting. Details awaited.

Opposition parties have argued that placing NCTC under IB is tantamount to arming a secretive wing of the state - often seen to be engaged in snooping on the government's opponents - with even more powers.
