The Congress on Thursday appointed Arvinder Singh Lovely and Bhupesh Baghel as new Pradesh Congress Committee chiefs of Delhi and Chhattisgarh respectively signalling the party's intent to bring sweeping changes in state units after its debacle in recent assembly elections.
