The Congress now says it never offered unconditional support to AAP.  Shakeel Ahmed, Congress's Delhi in-charge has replied to AAP chief Arvind Kejriwal's 18 demands for government formation, saying the party has always maintained that it would only offer outside support.

Meanwhile, Lt Governor Najeeb Jung has written to the Ministry of Home Affairs saying he has recommended President's rule in Delhi and that the Delhi assembly be kept in suspended animation.

Congress MLA Haroon Yusuf said AAP owed to their voters to form the government in Delhi. "They are shunning responsibility. They wrote a letter to Congress, tomorrow they will write one to the UN," he added.

Shakeel Ahmed added that 16 of the 18 issues can be implemented by Delhi government without coming to Parliament or Assembly.
