Prime Minister Manmohan Singh reacts to Narendra Modi's statements on the communal violence bill. The PM says it is obligatory for political parties to get essential business of Parliament transacted speedily and smoothly. It will be our effort to evolve broad-based consensus on all matters of great legislative importance.

Home minister Sushilkumar Shinde says the government will bring in the communal violence bill this session.  The winter session of Parliament begins today.

Modi called the bill a "recipe for disaster" driven by vote-bank politics ahead of the national election, due by May.  "The timing of the Communal Violence Bill is suspicious. Political considerations and vote-bank politics rather than genuine concerns are guiding it," the Gujarat Chief Minister said in a sharply worded letter to Dr Singh.
