Cabinet note on Telangana unlikely before October

The Cabinet note on Telangana is unlikely to come up before October.
Once drafted, the note will go to the Committee of Secretaries, then to the Group of Union Ministers, and finally to the Union Cabinet.

The additional secretary assigned this responsibility is unable to get in touch with Home Minister Sushil Kumar Shinde to initiate the Cabinet note!
