The Prime Minister has cleared the name of Anil Goswami as the next Union home secretary and when appointed he will be the first officer from the Jammu and Kashmir cadre to be selected for the post. Goswami may be asked to join as officer on special duty (OSD) as early as next week, The Telegraph has learnt. The appointment as OSD will be nearly two months before R.K Singh retires as home secretary on June 30, a move seen as a snub to the incumbent. Sources said the government was unhappy with Singh's performance since the home ministry came under flak from various quarters for its handling of the December 16 gang rape case.
