Jaipur hit-and-run shows culture of apathy in India runs deep

In his lengthy and somewhat bizarre speech at a recent business event, Congress party Vice President Rahul Gandhi shared a story he heard from an Italian friend who had been to China.

"I was in a bus in China, the bus hit a man. The driver picked up the man and put him on the side of the road and we carried on,' Mr. Gandhi quoted his shocked friend as saying.

"There is no complexity there,' said Mr. Gandhi.Mr. Gandhi's point: India is more complex.
