The curious case of 'missing' files

A correspondent from Delhi reports: This is another startling piece of information from bureaucratic circles. 

Recently, a visitor to a constitutional authority urged the former not to act/forward/probe a controversial communication, and just fell short of suggesting that he report that concerned file had been misplaced.    

This sensational document is a decade old and may open up a Pandora 's Box. It can send the oily 'visitor' and his political master to jail.    

Nowadays, it is fashionable for the central government to file affidavits and then inform Parliament committees that the requisite file is 'missing'.
