Strict rule on private secretaries for new mantris

Congress ministers are facing the fallout of getting their confidantes for the posts of private secretaries and additional private secretaries.

Two hindrances ministers with new portfolios face is the UPA2 enforcing strict rules that ministers cannot employ any staff member who has completed 10 years of service in the personal staff of a union minister. This is applicable from IAS officers down to Class IV employees like peons and office attendants.

The second is that union ministers are scared of spy video cameras and secret taping devices. Once bitten twice shy seems to be the adage for the new faces in Dr Manmohan Singh's council of ministers.
