Confidential note on revenue loss over auction may be outed

While on confidences and confidentiality, a note by a Union Minister to a constitutional authority which talks of a huge revenue loss may be leaked n the winter session of Parliament. The note says that the decision to not go in for an auction of a natural resource has caused losses. No prizes for guessing whe this is about.
A certain group of politicians want this leak to take place in middle of November to stall the Winter session of parliament which begins on the 23rd.
