EU leaders gird for budget brawl

European Union leaders brandished demands and threats as they arrived at their summit here Thursday to get a deal on the bloc's budget, with the U.K. leading a large, diverse pack of malcontents who talked down hopes of agreement.

British Prime Minister David Cameron set the tone Thursday morning by telling reporters he was "not happy at all" with the proposals on the table and vowed to fight to get the best deal for his country. Shortly after, his Dutch counterpart and close ally,Mark Rutte, said he carried a metaphorical "loaded gun in my pocket" in case his wishes weren't met.
