Just in: The Cabinet has cleared the one-time spectrum fee for all telecoms. A group of ministers in charge of recommending the cost of spectrum to the cabinet had taken a call to charge telecoms a one-time entry fee against their existing mobile network 2G licenses. The pharma policy has also been deferred by the Cabinet.
