Prime Minister Manmohan Singh today said India and Myanmar would explore new initiatives and define a roadmap for further boosting of bilateral ties with focus on trade, investment and connectivity as he begins a three-day visit to that country.
Pointing out that India attaches the highest importance to its relations with Myanmar, a "close friend and neighbour", Singh said in a statement shortly before his departure for Nay Pyi Taw, Myanmar's new capital, that "recent years have witnessed significant strengthening and expansion of our bilateral relations" and his coming visit "will provide an opportunity to review the progress in implementation of decisions" taken during the "highly successful visit" of Myanmar President Thein Sein to India in October last year.
"We will also consider new initiatives and define a roadmap for the further development of our cooperation in the years ahead," said Singh who will be the first Indian prime minister to visit Myanmar in quarter of a century since Rajiv Gandhi's trip to that country in December 1987.
Computer security analysts have issued an alert for Internet users and operators against hackers attempting to target websites of "reputed" government and private organisations.
Cyber security agencies have also asked Internet users to deploy adequate firewalls and security measures to combat these attacks originating through Distributed Denial of Service (DDoS).
China has successfully launched telecommunication satellite 'ChinaSat 2A' to boost broadcasting and multimedia transmission.
A Long March-3B carrier rocket sent the satellite into the orbit from the southwestern Xichang Satellite Launch Centre yesterday.
The satellite, developed by China Academy of Space Technology, will be used to meet the demands for China's radio and TV broadcasting and broadband multimedia transmissions, China Satellite Communications Co Ltd said.
In a significant ruling, the Delhi high court has held that marks obtained by a student in the CBSE board exam cannot be revealed under the transparency law as it would "defeat" the purpose of the new grading system.
The court set aside the verdict of a single judge bench and the Central Information Commission, which had asked the Central Board of Secondary Education to reveal marks obtained by a girl in her Class X board examination in 2010.
"We are unable to agree; we feel that the CIC as well as the learned single judge, by directing disclosure of 'marks', in the regime of 'grades' have indeed undone what was sought to be done by replacing marks with grades and defeated the very objective thereof.
"The objective, in replacing the marks with grades, as can be gathered from the documents on record, was to grade students in a bandwidth rather than numerically...," a bench of Acting Chief Justice A K Sikri and Justice Rajiv Sahai Endlaw said.
He added, "When bribe is offered, it's the bounden duty of any public servant to report the matter to the police under section 39 of the CrPC. Gen VK Singh cannot abdicate his responsibility and if that happens, the buck will stop at the Prime Minister. No offer of a bribe was made to Gen VK Singh. These allegations are being made to serve Gen Singh's vested interests and the facts will come out during the course of the trial."
General VK Singh had even gone to the extent of calling Lt Gen Tejinder Singh a man with a devious mind.
