Joint secretary leaked army chief's missive to PM?

A Joint Secretary-level officer in the Cabinet Secretariat has been found guilty of leaking to the media Army Chief General V K Singh's letter to Prime Minister Manmohan Singh, said sources.

The letter, in which General Singh underlined the lack of preparedness of the army and its outdated equipment, had sent shockwaves across the country when it was leaked.
