Just in: The empowered group of ministers (EGoM, headed by home minister P Chidambaram) asks the Cabinet to take final call on the reserve price of spectrum auction, says Kapil Sibal. The EGoM recommends Rs 14000 cr to Rs 18,000 cr as the reserve price for 2G spectrum.

As per the new rollout obligations announced on Wednesday, the winners at the auction -- both new players and incumbents -- will have to cover 10% of block headquarters in the third year, 20% of the blocks in the fourth year and 30% of the blocks in the fifth year.

As per existing norms, operators have to cover 10% of the district headquarters within the first year of allotment of spectrum.

The Telecom Regulatory Authority of India (Trai) had earlier recommended that operators should cover 50% of villages having population of over 2,000 people in three years and 100% in four years from the date spectrum is allocated to them.
