Why fishermen may NOT understand warnings

After a U.S. navy ship fired shots at a small boat, killing one Indian fisherman and injuring three others, the US expressed its condolences. But the US, in a note from the embassy in New Delhi, also defended the decision to fire, saying "the vessel disregarded non lethal warnings and rapidly approached the US ship."
