Did terrorists choose New Delhi to mount a drive-by attack on an Israeli diplomat's wife because India is a relatively soft target? Security experts say it's unlikely that police in any densely populated country would have been able to react quickly enough to stop a motorcyclist from attaching an explosive device to a vehicle, as the attacker did Monday, resulting in a blast that injured the Israeli woman and three others.
