PM Manmohan Singh addressing Chief Ministers at the National Development Council meet in Delhi.

On safety: Talking about the recent Delhi gangrape and the massive outburst that ensued, PM assures speedy trial in the  case. He says, women's security is of paramount importance.
A panel will be formed to look into women safety issues and the government will review rape laws in the country. "State governments must ensure safety for women," says the PM.

On economic growth:  The percentage of population below poverty line has declined. The target of 8 per cent is an ambitious target, but the overall growth target for the 12th Five Year Plan is set at 8 per cent. "Our priority should be to reverse the slowdown of the Indian economy. Domestic constraints are hurting the Indian economy and global economic condition continues to be a cause for worry," says the PM.
