Quota Bill: Its advantage Maya all the way

Mayawati, the Bahujan Samaj Party chief, looks set to have her way on the Quota Bill. If the constitutional amendment bill gets passed in Rajya Sabha on Monday, she would be scoring a massive political victory over her arch Uttar Pradesh rival Mulayam Singh Yadav, leader of the Samajwadi Party. The fate of the bill would also impact the stability of the minority UPA government and would indicate whether the country is headed for general elections earlier than 2014.

The Constitution (117th Amendment) Bill, 2012, which promises reservation for SCs and STs in promotions, requires two-thirds majority to be cleared in either House. The UPA does not have the numbers to get it passed on its own strength, so the support of the opposition parties becomes critical. The BJP does not appear averse to backing the bill, though it has a few riders. Others are likely to join in, given none wants to be seen as blocking a bill that is linked to their potential vote banks.
