When Hugo Chvez announced the return of his cancer over the weekend he did his best to quash any question of a power struggle in his ruling party by explicitly anointing a successor for the first time.

"Although I am not handing over the political high command, I am delegating it and it is in the good hands of [vice-president] Nicols Maduro,' the Venezuelan president said before flying'to'Cuba'for'treatment.
