Chidambaram says PM Manmohan Singh has been willing to address the house and make a statement in Parliament but the opposition is unwilling to listen. PC says the government did not bring about the change in the allocation policy.
"If we don't bring about a change, we get blamed; if we bring about a change, we get blamed. Is this how the opposition should conducts its affairs?"
