PC: Coal has not been mined, where is the loss?

Coal minister Sriprakash Jaiswal says of the 57 coal blocks, except one, not a single block has been mined. Chidambaram therefore asks, "If coal remains in Mother Earth where is the question of loss? Only if coal is mined, will there be loss."
