PMC didnt pay contractor, CCTVs were not working

The Pune Municipal Corporation had installed CCTV cameras across the city, including at the junction where a man was injured in Wednesday's blast, as part of its intelligent traffic system. However, the cameras were out of order as the contractor who installed the system reportedly stopped the connectivity service after non-payment by the municipal corporation.
