India can't have a one-size-fits-all policy

The PM says that the government is mulling the introduction of a local bodies finance list in the Constitution. He says the urban population is projected to increase from 377 million today to 600 million by 2031, which therefore means India's policies cannot have a one-size-fits-all approach towards both big and small cities.
