18:16   Berlo back in the dock on fraud charges

Prime Minister Silvio Berlusconi back in the news, obviously for the wrong reasons. The PM today attacked Italian prosecutors as he returned to court in Milan to defend himself against charges of fraud involving his business empire Mediaset.

He said there should be an overhaul of Italy's justice system to prevent it becoming "a weapon of political struggle" -- after his government earlier this year proposed reforms seen as curbing the power of investigating magistrates.

The prime minister also condemned his trial on charges of sex with an underage prostitute and abuse of power which began last week. The accusations were "laughable, unfounded and crazy," he said.

Berlusconi, 74, is accused of paying for sex on several occasions last year with a then 17-year-old Karima El Mahroug and then using his status to get her released from police custody in a later incident to cover up his alleged crime. The charges are punishable by up to 12 years in prison.

17:40   Soon... biometric PAN cards

The government has decided to issue biometric PAN cards to taxpayers across the country to weed out the problem of duplicate and fake ones.

The decision was taken recently by the Finance Ministry and it comes in the wake of a Comptroller and Auditor General report that asked the Income Tax department to ensure that a single tax payer is not issued multiple cards.

The proposed new biometric Permanent Account Number cards would bear the I-T assessee' fingerprints (two from each hand) and the face.

There could be an option to existing PAN card holders to opt for the biometric cards, but it may not be mandatory.

16:16   France: Woman arrested on day 1 of burqa ban

A woman was arrested at Avignon station in Francethis morning as she tried to board a train for Paris wearing the naqab on the first day of the controversial new law on wearing the burqa and naqab.

The French paper Connexion reports thatthe arrest comes after a weekend where around 60 people were arrested in the run-up to a planned demonstration against the law in the Place de la Nation in Paris. Most of those arrested were men.

They were said to include Islamic radical Anjem Choudary, leader of the now-banned Islam4UK group in Britain. Fears of violence had prompted the Prfecture de Police to ban the protest.

The woman arrested in Avignon was heading to Paris for a TV interview on the burqa ban and said it was an "attack on my European rights, my freedom to come and go, my religious freedom'. She faces a '150 fine or a compulsory citizenship course.

Passed in October, the law against concealing your identity in a public place came into force today after a six-month delay for assimilation. It forbids the full veil, which leaves only a small slit for the eyes, and the burqa, which is a full veil with a lace cover in front of the eyes.

It is thought that up to 2,000 women wear the veils.Forcing a woman to wear a burqa or niqab could lead to a penalty of 12-months' jail and a '30,000 fine. The penalty is doubled for forcing a minor to wear the veil.

The law also bans people from wearing masks or full balaclavas, except during fetes, artistic performances or sports events.

Interestingly, on this day in 1814, Napoleon Bonaparte, abdicates the throne as per Treaty of Fontainebleau, is banished to the island of Elba.

15:39   Brit gays can donate blood but...

Homosexual men may soon be able to donate blood as a ban stopping them from doing so is soon to be lifted.

The ban is being lifted after it was decided that it could be discriminatory and might breach equality legislation.

But gay men will be allowed to donate only if they have abstained from sex for a decade, with those who are sexually active continuing to be barred.

Donated blood is screened for HIV and other sexually transmitted diseases but a tiny number of infections are missed because there can be a time lag before they show themselves.

The current system is based on trust. There are no checks to ensure donors are telling the truth about their sexuality and around seven percent of sexually active gay men are thought to give blood despite the ban.

14:18   Don't waste time, resign: Hazare tells Sibal

Even before the 10-member committee on the Lokpal Bill panel has begun business, Anna Hazare and Union HRD Minister Kapil Sibal are already at war. Hazare said Sibal should resign from the joint committee, "if he feels nothing will happen" out of this institution.

"Why is he wasting his and our time? He should do other things for the country. Why does he want to be in the committee. If you believe that nothing will happen, you should not be there in the joint committee, he should resign and do some other work," he told reporters before he left for his hometown in Maharashtra.

Sibal had yesterday told a public meeting, "I ask this question, if a poor child does not have any means for education, then how will Lokpal Bill help? If a poor man needs help for medical services then he will call up a politician. How will Lokpal Bill help."

Sibal told reporters today that he was with the Gandhian and that he wanted the Bill to be drafted as early as possible and to be effective in tackling corruption everywhere.

Clarifying his earlier remarks, he said what he had meant was that "the scope of the Bill is different. The problems of the common man are different." "I said that if you want to educate children, then this has no connection to Lokpal. If there is no convenience of water...Lokpal is only connected to corruption and we will bring a good bill that will stop corruption."

He said they would sit with Hazare and bring out a bill so that the objective will be realised.
