Wait for PM sinks tradition

Visva-Bharati University is for the first time giving away its degree certificates without the customary convocation, breaking with a 66-year-old tradition and disappointing many of the recipients. University officials said a convocation required the presence of the chancellor --- a position held by the Prime Minister by virtue of his office ---- or some senior dignitary delegated by him to preside over the event.
